Following the encouraging response to the Public Consultation events held between April 2008 and June 2009 and ongoing discussions with Rutland County Council and other stakeholders, Hawksmead submitted a planning application for the proposals.

The application consists of the change of use of agricultural land north of the A606 and west of the railway to provide sports pitches, facilities for track and field athletics and for the relocation of the Rutland Agricultural Society showground; the provision of a pavilion and two ancillary storage barns; and the provision of vehicular, cycle and pedestrian accesses and car and cycle parking.

The application also includes proposals for the comprehensive development of land south of the A606 east of Barleythorpe to provide a mixed use sustainable urban extension comprising residential development including affordable housing, local centre, meeting places, public open space, structural landscaping and the provision of vehicular, cycle and pedestrian access, car and cycle parking and facilities for public transport.
