In December 2009, following extensive Public Consultation in 2008 and 2009, Hawksmead Ltd submitted an outline planning application for a sustainable urban extension to the north west of Oakham.

The application consisted of the change of use of agricultural land north of the A606 and west of the railway to provide sports pitches, facilities for track and field athletics and for the relocation of the Rutland Agricultural Society showground; the provision of a pavilion and two ancillary storage barns; and the provision of vehicular, cycle and pedestrian accesses and car and cycle parking.

The application also included proposals for the comprehensive development of land south of the A606 and east of Barleythorpe to provide a mixed use sustainable urban extension comprising residential development including affordable housing, local centre, meeting places, public open space, structural landscaping and the provision of vehicular, cycle and pedestrian access, car and cycle parking and facilities for public transport.

Rutland County Council have completed their assessment of the planning application for Oakham North and on the 11th July 2011 granted an Outline Planning Permission for the development.

Hawksmead have been in preliminary discussion with the Council regarding details of the first phase of development and now wish to engage with the public regarding a prospective planning application for Phase 1.The display material is available at the Sales Centre between 10am to 5pm until Friday 22nd July.

We were pleased to meet just over 40 residents and to hear their views on our proposals. The display material will be available to view at the Sales Office and on our website www.hawksmead.co.uk where comments on the proposals may be left.

The proposals for Phase 1 include the following:-

• 142 houses and apartments – ranging from 1 bedroom apartments to 5 bedroom executive family houses.

• Included in the above are affordable homes for local people.

• A 2 ha (5 acres) area of open space to provide play and amenity space including enhancement of the ecology of Barleythorpe Brook.

• 2 new areas of allotments providing over 40 new allotments which will be provided with sheds and parking.

Together with the remaining phases, the development will provide an extensive range of community benefits by means of either physical provision or financial contribution to the County Council. These community benefits include facilities / contributions for:-

• Health and Medical Services.

• Library Services.

• Museum and Archive Services.

• Oakham Town Centre.

• Highways and Transportation improvements.

• Civic Waste, Amenity and Recycling.

• Affordable Housing.

• On and Off Site sports [these are in addition to the extensive facilities to be provided to the north of the bypass in conjunction with the Rutland Agricultural Society which will provide a permanent home for the Rutland County Show and will double the size of the current RAS playing fields].

• Fire and Rescue Services.

• Police and Community Safety.

• Adult Social Services.

• Youth Services.

• Pre-school, primary, secondary and post 16 education.
